一人一信致函美國總統


歐巴瑪美國總統與中共胡錦濤主席(
胡會),將在華府舉行為期三天的「台灣問題」討論! 外傳時間大致在初夏前後, 也就是說六月許----我們的時間不多!

一人一信致函國硬頸總統,請他拿出關閉古巴關塔那摩灣集中營的魄力,終結在台代理行政管理的流亡政府,還政台灣人民成立台灣平民政府。

(1) 全世界每一角落的台灣人, 簽署一封信給歐巴瑪美國總統 – (樣本附後, 照抄或修改或用任何語言寫信任君決定。意在台灣人不願被中國併吞。)

(2)用UPS, DHL或Federal Express等怏遞方式統一收集. (Global Forum: P.O. Box 612213 San Jose, CA 95161亦可代收後, 轉送華府的FAPA or TAA)
,如果有義工能收集—不關多少份--, 集中送給各社團在美國華府的辦公室 ( FAPA 或TAA )

(3)請fapa或全美同鄉會, 現在就開始遊說美國共和党國會議員, 按排60多年來無國籍的台灣人代表們, 諸如各社團負責人 (弄清楚不是中華民國流亡政權的政治難民) 代表一行 (50-100人), 將逾10萬張信, 手交歐巴瑪總統。

(4)敬請fapa聯合TAA運作主流媒体如AP等現場採訪報導。

(5)請每一個鄉親轉送本信給您所屬的社團, 請會長及理事們, 替母親台灣做最後努力! 台灣人不嗆聲, 淪陷就在眼前。火急!

Dear Mr. President Obama:

We know you are busy and have responsible people reporting to you so we're sure you got word about the U.S. Court of Appeals for the District of Columbia's decision the other day. We wouldn't bother you with this letter but you have not said anything yet about the "political purgatory" empathically articulated by the court in its decision in Roger C.S. Lin, et al vs. United States.

The "strategic ambiguity'" is more than just an inconvenience to 23 million people. According to U.S. Circuit Judge Janice Rogers Brown, it "infects the population's day-to-day lives" with a "political purgatory". Judge Brown promises to act "expeditiously" as soon as you determine the sovereign.

It seems the 1952 San Francisco Peace Treaty, when Japan dropped all claims to Taiwan, left some unfinished business for the future to resolve. But no one ever resolved the "Taiwan question" and the abhorrent status quo of an "uncertain status" remains a breach in the international body of nations.

Under SFPT Art 4(a), the former Japanese nationals of Taiwan are entitled to redress their claims against the ROC administering authorities of Art.2(b) cessions of Formosa and the Pescadores . This redress by "stateless persons" is subject to the paramount authority of the USMG under Art.4(b). The judicial standing of these stateless persons will determine if they have any rights under the SFPT, Hague Regulations of 1907, and Taiwan Relations Act. Since 1983, the civil rights of Art. 9, Treaty of Paris of 1898 have been constitutionally applied under our SFPT sole administrative authority in Juda v.USA and People of Saipan v. Department of the Interior.

So you see Mr. President, our country imposed a foreign occupation on the people of Taiwan and put them into Judge Brown's "political purgatory". That is why we write.

Mr. President:

I am writing to draw your attention to the recent ruling of the United States Court of Appeals for the District of Columbia Circuit on Roger C.S. Lin vs. the United State of America (http://pacer.cardc.uscourts.gov/common/opinions/200904/08-5078-1174554.pdf).

On April 9, 2009, U.S. Circuit Judge Brown wrote, “America and China’s tumultuous relationship over the past sixty years has trapped the inhabitants of Taiwan in political purgatory. During this time the people on Formosa (Taiwan) have lived without any uniformly recognized government. In practical terms, this means they have uncertain status in the world community which affects the population’s day-to-day lives. This pervasive ambiguity has driven Appellants to try to concretely define their national identity and personal rights.”

As you may know, at the end of the Sino-Japanese War in 1895, China relinquished the island of Taiwan to Japan under the Treaty of Shimonoseki. After its defeat in World War II, Japan surrendered sovereignty over Taiwan to the Allied forces in 1945. On September 8, 1951, Japan signed the San Francisco Peace Treaty (SFPT), officially renouncing “all right, title and claim to Formosa and the Pescadores.” While the SFPT did not declare which government should exercise sovereignty over Formosa, it did generally identify the United States as “the principal occupying power.”

In the ensuing decades, the U.S. “strategic ambiguity” policy with respect to the sovereignty over Formosa (Taiwan) has led to the 23 million people in Taiwan "jailhouse living” under a difficult status. As a result, Taiwanese were subjected to political oppression, massacre, and martial law under Chiang Kai-shek’s exile government, the Republic of China, and more recently, the harassment and intimidation of Communist China.

The U.S. Government should pay heed to Judge Brown's statement - take measures to end this ambiguity and lift the Taiwanese people out of political purgatory. The people on Formosa (people of Taiwan) deserve a free, secure and democratic future without fear of political oppression, and should be provided with the same kind of opportunity that the U.S. did provide to other peoples, such as granting an independent country for the Philippines and the right to self-determination under the supervision of the U.S. in Okinawa.
